POST Administrative Manual
This manual contains information about the Commission on Peace Officer Standards and Training (POST) Program. The POST Program exists under the authority of, and in compliance, with California Penal Code Sections l3503, 13506, and l3510. The POST Program is voluntary. A jurisdiction or department that desires to participate in the POST Program may apply, and if accepted, must adhere to the regulations stated in this manual.

NOTE: The POST Administrative Manual (PAM) is being revised. As they become final, POST will make the related chapters and new regulations available in the New PAM. (Title 11, Division 9).

- Section A - Law (pdf), contains the sections of the California Penal Code and Government Code relating to POST.
- Section B - Regulations (pdf), contains Commission Regulations which departments must adhere to participate in the POST Program. These regulations have been codified in Title 11, Division 2, of the California Code of Regulations.
- Section C - Personnel Selection & Standards (doc), provides personnel selection and standards requirements established in Section 1002 and 1007 of the Commission Regulations.
- Section D - Training (doc), provides procedures related to all POST-certified training. Procedures for Basic Course attendance, waivers, requalifications, and after-academy field training programs are also described in this section. The POST Catalog of Certified Courses, which lists available training courses and presenters, is a separate publication that may be viewed/downloaded from our website.
- Section E - Reimbursement (doc), provides departments with information on the Reimbursement Program through the Peace Officer Training Fund when expenses are incurred for the attendance of POST certified courses by their personnel. Requirements, plans, rates, policies, and forms are detailed in this section.
- Section F - Certificates (doc), outlines the eligibility requirements for award of POST professional certificates. It further describes the conditions for cancelling or recalling certificates.
- Section G - Management Counseling (doc), provides information about requesting management counseling services for improving the administration, management, or operation of a law enforcement agency.
- Section H - Reserve Officers (doc), provides the minimum training standards, and certificate application requirements for the reserve officer.
- Revision Log (pdf), lists revisions which have been placed on the POST website since the May 31, 2001 Revision CXX, which was mailed to agencies.
